The California Department of Fish & Wildlife (CDFW) has released a draft Black Bear Conservation Plan.
While the plan aims to conserve bears and reduce human-bear conflicts, it overly emphasizes hunting despite limited population data and weak economic justifications. All Californians, not just hunters, help conserve bears through taxes. Crucially, the plan fails to prohibit use of archery, a hunting practice that prolongs the suffering of bears. The plan also does not specify how harvest limits will be adjusted based on CDFW's annual population reports.
